REACH is the EU regulations "chemicals registration, evaluation, authorization and restriction" (REGULATION concerning the Registration, Evaluation Authorization, and Restriction of Chemicals) abbreviation, is the establishment of the European Union, and on June 1, 2007 onwards the chemicals regulatory system.
This is a production, trade, use of chemicals involved in safety regulations proposal, regulations designed to protect human health and environmental safety, maintain and improve the competitiveness of the EU chemical industry, and the development of non-toxic compound innovation ability, prevent the market division, chemical products increased the transparency, promote the non animal experiments, the pursuit of sustainable social development. The REACH Directive requires all imports and production in Europe chemicals must be through registration, evaluation, authorization and restriction of a comprehensive set of procedures, to better and more easily identify the chemical ingredients to ensure the environment and human security purposes. The instructions mainly include registration, evaluation, authorization and restriction. Any commodity must have a registration document indicating the chemical composition and describe how the manufacturer uses these chemicals and the toxicity assessment report. All information will be entered into a database under construction. The database will be managed by the European Chemicals Agency, a new European Union, based in Finland, Helsinki. The agency will evaluate each of the files and, if chemicals are found to have an impact on human health or the environment, they may take more stringent measures. Depending on the results of several factors, chemicals may be banned or used only after approval.
According to the introduction, unlike the RoHS directive, REACH covers a much wider range. In fact, it affects the products and manufacturing processes from almost all sectors of the mining industry to textiles, clothing, light industry, machinery and electrical engineering. REACH requires manufacturers to register each of the chemicals in the product, a total of about 30 thousand - and to measure their potential harm to public health. REACH established the idea that society should not casually introduce potential hazards to new materials, products, or technologies that are uncertain.
In December 18, 2006, the European Parliament and the Council of the European Union formally adopted the registration, evaluation, authorization and restriction of regulations (REACH regulations), preventive management of all chemicals into the 28 members of the EU market. The law came into effect in June 1, 2007 and was introduced in June 1st of next year. The authority is the European Chemicals Agency (ECHA).
This standard requires any annual production of more than 1 tons of SVHC (SVHC) 0.1% content in the commodity can not exceed the total of the total weight of the goods, or the need to fulfill the registration and notification, authorization and a series of complicated obligations. In addition, the regulations incorporate the original instruction set 76/769/EC into appendix 17, which has imposed very strict restrictions on the use of a series of chemicals that are hazardous to the human body and the environment.
According to the REACH code, one of the following substances can be considered as very high concern substances (SVHC):
Class CMR: carcinogens, mutagens, and toxic substances in the reproductive system;
PBT class: persistent, bioaccumulation toxic substances;
Class vPvB: permanent and high biological accumulation substances;
Substances that may have serious effects on human health and the environment;
2012 SVHC shortlist
A member state, competent authority or institution may recommend the inclusion of the above property preparation dossier on the material SVHC candidate list. Then invite interested people to comment on the files that have been prepared for the material. The result of this identification process is the establishment of a determined substance, which is then considered as an authorized list of candidates. (SVHC candidate list).
A number of substances authorized and selected from the list of candidates will be included in the annex XIV (SVHC's authorization list). Substances licensed on the list will not be allowed to be used after the market is put in place unless the company is granted the date of authorization or imported into the European union.
