1. What is SABER certification?
1) SABER certification refers to the conformity certification evaluation plan for non-Saudi native enterprises (i.e. enterprises exported to Saudi Arabia). Therefore, for Chinese export enterprises, the SABER certification plan should be paid attention to.
2) SALEEM and SABER are new upgraded versions based on the original SASO certification. They are also new certification and accreditation plans to replace SASO certification. SALEEM certification is a conformity certification evaluation plan for Saudi native enterprises.
2. Significant changes in SABER certification:
1) SABER is a new evaluation project on conformity certification of products and batches going to Saudi Arabia.
2) The SALEEM project launched a new online application system called SABER.
3) SABER certification is a new online application system launched by SASO. SABER is actually a network tool for product registration, issuance and acquisition of conformity CoC certificates.
4) According to SABER, products will be classified into high-medium-low according to risk categories; according to risk categories, different conformity testing procedures will be adopted, which will be implemented by different accreditation bodies.
3. About SABER Compliance Certification Scheme:
SABER is a comprehensive system which integrates regulations, technical requirements and control measures. Its goal is to ensure the safety of local products and imported products. 5. Latest Progress
Saber was proposed by SASO of Saudi Standards Bureau in 2017 to realize the future plan of 2030 in Saudi Arabia. saber was originally designed to facilitate the clearance of electronic systems by importers. SASO of Saudi Standards Bureau originally planned to start saber system operation in February 2018, but it was delayed due to technical reasons. At present, saber system has been put on line successfully, and will be implemented in January 2019. SASO has issued a list of technical regulations for various products, including lubricants, cleaners, building materials and construction products, paints, lifts, automotive accessories, textiles and so on. The products covered by technical regulations are called controlled products. SABER certification can be started and the scope of controlled products can be gradually expanded.
6. Can the old SASO certification process continue?
Can continue, but need to change Invoice Date to: before December 31, 2018, such as Invoice Date after January 1, 2019, need to implement SASO authentication process in saber system

Phase 1: PC Certificate (Product Certificate Certification)
* Importer registration SABER system account (or provide the latest importer business license, we will register for you)
* Importers enter PC certificate application information into SABER system for PC registration
* Importers select a license issuing agency in SABER system
* Payment of PC Certificate Fees
* Receive the application and contact the exporter to provide the certification documents.
* Submit the approved documents to SABER system;
* PC Certificate is issued and valid for one year.
Stage 2: Shipment CoC Certificate (Inspection Certificate)
* The organization submits Shipment CoC application to SABER system.
* Confirm the validity of PC certificate;
* Pay Shipment CoC certification fee;
* Shipment CoC Certificate is issued only for the goods imported in this batch.
