ICC certification is a compulsory product certification in the Philippines. For imported products, BPS enables ICC certification procedures. Specific rules for the implementation of certification can be referred to Executive Order No. 5 issued by the Philippines in 2008, namely DAO 5:2008 - the amendment of issuing ICC for imported products. BPS inspects Importers'arrival cargo according to relevant Philippine national or international standards or foreign standards. ICC can only be issued to importers if the cargo meets the requirements of relevant standards. In order to ensure that the products can meet the Philippine standard requirements continuously, BPS will randomly conduct spot checks on imported goods in the market.

The Philippines implements two certification systems, implements an ICC licensing system for imported products, and implements product quality certification for domestically produced products in addition to mandatory safety certification. There are two types of mandatory certification systems for Filipino products:
a) Philippine Standards Certification Scheme (PS system)
The system is suitable for products produced in the Philippines. After the product has been evaluated to comply with the Philippine National Standard (PNS) or internationally accepted foreign standards (such as the IEC standard), the Philippine Product Standards Agency (BPS) will give the manufacturer a PS license, with the certificate, the manufacturer The PS product safety mark or the PS product quality mark can be attached to the product or the product packaging to enter the market.
b) Import Commodity Clearance (ICC), which is applicable to imported goods.
For imported products that are covered by the mandatory Philippine National Standard (PNS), after the imported goods have been evaluated by the Philippine Product Standards Institute (BPS) to meet the corresponding Philippine national standards or internationally accepted foreign standards.
BPS will issue an ICC license to the importer of the product, allowing it to apply the ICC logo. Imported products are subject to sampling inspection. In addition, the Philippine Sea will conduct random sampling of the market to ensure that imported goods meet the corresponding PS standard requirements.

According to the actual data preparation situation, if the application materials are complete, the products exported by the manufacturers or foreign traders have qualified test reports, and the certification cycle takes about 15 working days. If there is no test report, the cycle will increase accordingly. Add the test period of the product to the above cycle. The general test is more than 15-20 days. According to different product test cycles, the corresponding need to export to the Philippines.
